<h3>The opportunity</h3>
<p>The Elective Hub will streamline patient journeys by aligning with the latest clinical practices and building on previous healthcare system improvements. This will optimize clinicians' time, reduce cancellations, and make better use of available resources.</p>
<p>Lexica was initially appointed to assist in various aspects of this project:</p><ul><li>Developed a model of care in consultation with clinical staff from the HIOW Collaborative</li><li>Created a plan for the required space, including clinical and functional requirements</li><li>Produced detailed schedule of accommodation</li><li>Worked closely with the design team to review different layouts</li><li>Performed demand and capacity modelling based on theatre data and ‘admitted’ activity</li><li>Developed and delivered a comprehensive five-case business case, involving extensive stakeholder input to address the need for change, strategic and clinical need, operational requirements, and patient pathways. It ensured there was alignment with national guidelines</li><li>Ensured communication with the client was consistent to keep internal and external stakeholders informed and engaged throughout</li></ul>
<p>Recognising the extensive work and tight deadline, the client sought further support and a Programme Management Office (PMO) was established to manage the business case process and support the initial construction phase.</p><h3>Our approach</h3>
<p>Lexica's PMO team initially provided high-level management which included:</p><ul><li>Assisted in the formation of business case workstreams</li><li>Developed the master programme, defining tasks for each workstream</li><li>Identified and resolved risks associated with the business case &amp; programme</li><li>Developed an implementation plan, mapping interdependencies between workstreams</li></ul>
<p>Lexica initially worked on a combined solution with an orthopaedic outpatients project, however during the process these projects were separated into refurbishment and new build solutions with distinct funding streams and governance. </p><h3>Our impact</h3>
<p>Lexica played a crucial role in engaging stakeholders across the HIOW Collaborative, ensuring that the case for change met local needs and regional demand and capacity requirements. There was also a detailed economic and financial evaluations related to the Elective Hub project. The business case followed HM Treasury Blue and Green Book best practices, complied with the NHSE checklist and Capital Investment guidance. With Lexica’s support the business case approval was received from the Joint Overview &amp; Scrutiny Committee in June 2023.<br /></p>
<p>Lexica provided further Programme Management Office (PMO) support which included: </p><ul><li>Created a governance framework for the programme</li><li>Set up appropriate project working practises</li><li>Created standardised reporting templates and programme reports for the Project Director</li><li>Created the programme risk framework and produced Board risk reports, and undertook regular risk oversight with the workstreams</li><li>Updated the strategic programme, aligning with the P22 contractor and NHSE/I milestones.</li><li>Oversaw programme deliverables, owners, tasks, and progress for comprehensive reporting</li><li>Coordinated business case responses to NHSE queries and ensuring timely submissions</li><li>Lead in-person workshops to review project progress, risks, identify potential improvements, and facilitate realignment</li><li>Managed relationships with the P22 contractor to maintain the programme timeline</li></ul>
